I believe the test account being refered to is Capsizedsailor(or something along those lines). There are I believe 2 legitimate level 64s....KingFrizzy and Duxup.
ice_radon was the highest I've seen, idk if anyone passed him. He was used as a test account for a lot of things, so he has a lot of extra emblems too.
